Done. Loading of clouds is now controlled by the "Effects enabled" option in the system menu. This should be released with Rubicon 1.1, if our graphics QA gives a thumbs up on my change.

Sorry, but the snowballs are basically missiles (Festival Charge) and they require a missile launcher (Festival Launcher) and therefore need a launcher slot! Maybe next year we make something like snowball projectiles, but hey, that WOULD hurt...
